Who can operate a payment switch in Somalia?

Somalia's published financial-services framework provides no private payment-switch licence category. The national payment infrastructure — the Somalia Payment Switch (SPS/SIPS, live January 2025), the ACH/RTGS (2021) and SOMQR (2023) — is operated by the Central Bank of Somalia itself, not licensed to private switch operators. No private payment-switch licence register is published.
