Who can operate a payment switch in Mozambique?

Mozambique's payment-service-provider framework (Decreto n.º 50/2024, Regulamento da LICSF, art. 51) defines exactly three EPSP categories — instituição de moeda electrónica, instituição de transferência de fundos and agregador de pagamento — none of which is a payment-switch licence. The national interbank switch is operated by SIMO (Sociedade Interbancária de Moçambique), which the ICSF register lists in the card-issuing/managing category (« Sociedades Emitentes ou Gestoras de Cartões de Crédito »), not as a standalone switching licence. No private payment-switch licence category is published.
