Who can operate a payment switch in Burundi?
Burundi's payment-institution framework (Règlement n° 002/2024 and its implementing circulaires) enumerates exactly three établissement-de-paiement categories — émetteur de monnaie électronique, transmission de fonds à l'international and agrégateur de paiement — none a private payment-switch licence. The instant-payment and settlement systems (BurundiPay, ATS-SIPREBU/RTGS, CSD) are operated by the Banque de la République du Burundi under participation règlements, not licensed to private switch operators. No private payment-switch licence register is published.
