Who can operate a payment switch in Angola?

Angola's payment-services framework (Aviso n.º 02/2022, Prestação de Serviços de Pagamento, art. 18) provides no private payment-switch licence category — the SPSP sub-classes are Principal, Standard, Remessa de Valores, Serviços de Iniciação de Pagamento and Serviços de Informação sobre Contas, none of which is a switch. The interbank switch is operated by EMIS (Empresa Interbancária de Serviços), the Multicaixa network. No private switching register is published.
