Who can issue e-money in Tunisia?

Tunisia has no non-bank electronic-money issuer licence category. Under loi n° 2016-48 (arts. 9–10 and 20), the issuance of electronic money is reserved to banks and la poste tunisienne; an établissement de paiement may only commercialise prepaid electronic-money instruments issued by those banks or la poste tunisienne (Circulaire n° 2018-16, art. 2), never issue e-money itself. La Poste Tunisienne operates one of the largest wallets in the market (D17) under the postal-ministry framework, outside the BCT licensing register (report-the-record). No non-bank e-money issuer register is published.

“E-money issuance” here is the normalized activity: Issue stored-value / electronic money redeemable at par and hold the customer float. The category of licence that lets a provider keep customers' money.
