Who can issue e-money in Cabo Verde?

Cabo Verde: The e-money framework is live (DLeg 8/2018 + DLeg 9/2018 + Aviso 6/2019; the BCV IME page states a CVE 20,000,000 minimum capital), but the « Instituições Autorizadas » register was read this build and lists ZERO instituições de moeda eletrónica (the 22 authorised entities include exactly one payment institution, MAXPAY, and no e-money institution). This is the honest framework-live / zero-licensee state — the register exists and shows none, distinct from register_unavailable.

“E-money issuance” here is the normalized activity: Issue stored-value / electronic money redeemable at par and hold the customer float. The category of licence that lets a provider keep customers' money.
