Across the 19 African markets that publish a minimum-capital figure for an e-money licence, the floor is set by each market's own statute, in that market's own currency — some as a single amount, some tiered by the services the licence authorizes. Below is the record for each market, verbatim and source-linked. Amounts stay in the statute's own currency; Afriset reports the requirement, not a cross-currency comparison — there is no conversion or ranking here.

Regulators name this licence differently market by market: Instituição de moeda electrónica (Electronic money institution) in Mozambique, E-Money Issuer in Kenya, Établissement de paiement (Payment Institution) across the CEMAC (Communauté Économique et Monétaire de l'Afrique Centrale) union, Sociedade Prestadora de Serviços de Pagamentos (Payment service provider company) in Angola, plus 15 more in the table below.
