Repatriation & investor transfers

Export-proceeds repatriation No such rule: Rwanda has no export-proceeds repatriation duty or window. Regulation 42/2022 (Chapter III, use of foreign currency in import/export/merchandising operations) permits payment in foreign currency for exported/imported goods and imposes no bring-home window; the predecessor 2013 regulation was expressly repealed, and no repatriation window exists in the current regulation. Investor's right to transfer out outward
Upon fulfilling its Rwandan tax obligations, an investor may repatriate the capital, profits from business activities, debt and interest, and liquidation proceeds.

Receiving payment in foreign currency for goods or services inside Rwanda requires Central Bank authorisation unless the person is within a deemed authorised-dealer category; unauthorised FX pricing/transacting is an administrative fault.

Outward-capital approval / restriction No such rule: Rwanda's capital account is liberalized: under the current regulation, inward and outward transactions on direct investment are fully liberalized, and portfolio investment between residents and non-residents is liberalized — no outward-capital approval requirement.
